【摘要】:Astandardtestisnecessarytoestablishabaselineperformanceparametersothatdispersantscanbecompared,agivendispersantcanbecomparedforeffectivenessondifferentoils,andatdifferentoilweatheringstages,andbatchesofdispersantoroilscanbecheckedforeffectivenesschangeswithtimeorotherfactors.Dispersanteffectivenessvarieswithoiltype,seaenergy,oilconditions,salinity,andmanyotherfactors.Testresultsfromthistestmethodformabaseline,butarenottobetakenastheabsolutemeasureofperformanceatsea.Actualfieldeffectivenesscouldbemoreorlessthanthisvalue.Manydispersanttestshavebeendevelopedaroundtheworld.Thistesthasbeendevelopedovermanyyearsusingfindingsfromworld-widetestingtousestandardizedequipment,testprocedures,andtoovercomedifficultiesnotedinothertestprocedures.1.1Thistestmethodcoverstheproceduretodeterminetheeffectivenessofoilspilldispersantsonvariousoilsinthelaboratory.Thistestmethodisnotapplicabletootherchemicalagentsnortotheuseofsuchproductsordispersantsinopenwaters.1.2Thistestmethodcoverstheuseoftheswirlingflasktestapparatusanddoesnotcoverotherapparatusesnoraretheanalyticalproceduresdescribedinthisreportdirectlyapplicabletosuchprocedures.1.3Thetestresultsobtainedusingthistestmethodareintendedtoprovidebaselineeffectivenessvaluesusedtocomparedispersantsandoiltypesunderconditionsanalogoustothoseusedinthetest.1.4Thetestresultsobtainedusingthistestmethodareeffectivenessvaluesthatshouldbecitedastestvaluesderivedfromthisstandardtest.Dispersanteffectivenessvaluesdonotdirectlyrelatetoeffectivenessatseaorinotherapparatuses.Actualeffectivenessatseaisdependantonseaenergy,oilstate,temperature,salinity,actualdispersantdosage,andamountofdispersantthatenterstheoil.1.5Thedecisiontouseornotuseadispersantonanoilshouldnotbebasedsolelyonthisoranyotherlaboratorytestmethod.1.6Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
